Provider’s individual beliefs about naloxone and opioid overdose education can impact the implementation of OEND programs.

Barriers

Staff that are tasked with delivering opioid overdose education and naloxone distribution within OEND programs sometimes express concern that dispensing free naloxone could increase opioid use among recipients by removing the threat of overdose.

Providers may hold negative beliefs about individuals with substance use disorder or beliefs that the specific setting (for example, a public library) is not appropriate for providing substance use disorder services or treatment.

Facilitators

In settings that commonly encounter people who use drugs (such as hospitals or prisons),  providers often readily see the value of substance use disorder services in that setting and have high motivation to make an impact on the opioid overdose crisis.
